Extract the utility and place 'Final2.bat' into your Fallout 4 VR 'Data' folder and then extract Fallout 4 Texture Optimization Project, (Final2.bat will refer to this folder/mod as the 'T.O.P folder.) Run Final2.bat, after that it will walk you through the process of backing up the old stuff, and what not.Sadly there are likely to be few if any, because new HUD elements fall under 'external assets' which Sony won't allow.
